Community Association law requires an understanding of both the Maryland Homeowners Association and Condominium Act, the applicable county code, and the manner in which courts interpret and apply the language in an association?s governing documents. In Montgomery County the Commission on Common Ownership Communities was created to arbitrate disputes between associations and their members, and its decisions also provide guidance in interpreting and applying these documents.

I served as a Panel Chairman for the Commission on Common Ownership Communities for eight years and have litigated a variety of association issues in the courts of Montgomery County and Prince George?s County. This experience has given me a firm understanding of how these disputes are likely to be resolved and how to interpret and apply association documents. The knowledge gained thereby will greatly assist me in representing either associations or individuals  who are involved in such disputes.
 
In addition to myself, my paralegals, Serena Wood and Patricia McNamee, are heavily experienced in collecting unpaid homeowners association and condominium dues. We currently represent over fifteen associations with active collection accounts and handle the filing of unpaid dues by obtaining judgements in the District Courts of Montgomery, Prince George?s and Charles County. We understand the need for aggressive collection actions in order to enforce compliance with association documents and to provide a message to the community that their dues must be paid on a timely basis. We also understand the need to keep our clients informed of our actions, and to that end provide monthly status reports to our collection clients. Our fees for homeowners association and condominium accounts include both hourly and flat fee charges, and can also include a monthly retainer charge. Some of our clients prefer a monthly retainer charge because our presence is required at their board meetings or they seek to have unlimited telephone consultation on routine matters. However, most of our clients are billed a combination of hourly and flat fee charges. The flat fee charges are for routine collection actions such as a notice of intent to file a lien or filing a District Court lawsuit. The hourly charges are for tasks such as drafting association documents, reviewing contracts, attending meetings or litigating issues in court. We also represent individuals who have disputes with their associations on an hourly basis.
